California DMV Glossary
Every term you'll see on the California DMV permit test, on the road test score sheet, or in DMV correspondence — defined in plain English. Use Ctrl-F to find a specific term.
A
- AB 60 License
- A standard California driver license issued under Assembly Bill 60 (2013) to applicants without a Social Security Number. Valid for driving in CA only; not federally accepted as ID. Cannot be a REAL ID.
- Aggressive Driving
- Driving with intent to obstruct, intimidate, or harass other drivers — tailgating, repeated lane changes, weaving, brake-checking. Can elevate a moving violation to reckless driving (VC 23103).
- Application Fee
- One-time fee paid when applying for a permit or license. Covers the application + up to 3 written test attempts. Current amount at dmv.ca.gov.
B
- Basic Speed Law
- VC 22350: Even at the posted speed limit, you can be cited for driving too fast for current conditions (rain, fog, traffic, road surface). The posted limit is the maximum, not the always-safe speed.
- BAC (Blood Alcohol Concentration)
- Percentage of alcohol in your blood. California limits: 0.08% adults, 0.01% under 21 or DUI probation, 0.04% commercial drivers and passenger-for-hire.
- Behind-the-Wheel Test
- The actual driving test administered by a DMV examiner. 15–20 minutes on real roads near the testing office. Pass with 80+ points. Also called "drive test" or "road test."
- Blind Spot
- The area to your left and right rear that mirrors don't cover. You must turn your head to check before lane changes. Failure to check is an automatic point loss on the drive test.
C
- CDL (Commercial Driver License)
- Required to operate vehicles over 26,001 lbs, vehicles transporting 16+ passengers, or vehicles carrying hazardous materials. CDL holders have a 0.04% BAC limit at all times.
- Class C License
- The standard California driver license for operating regular passenger vehicles, light trucks, and small RVs.
- Crossbuck
- The X-shaped white sign with "RAILROAD CROSSING" lettering at active rail crossings. Treat as a yield sign — slow, look both ways, and stop if a train approaches.
- Curb Color (Red, Yellow, White, Green, Blue)
- California's curb-color parking system. Red = no stopping, yellow = loading, white = brief passenger drop-off, green = time-limited, blue = disabled placard only.
D
- DL 5
- The 36-question California knowledge test for adults 18+. Pass with 30 correct (83%).
- DL 5T
- The 46-question California knowledge test for minors. Pass with 38 correct (83%).
- DL 44
- The standard California driver license / ID card application form. Started online or completed at the DMV office.
- DL 600
- The official publication number of the California Driver's Handbook. Current edition: June 2025 revision.
- DUI (Driving Under the Influence)
- Operating a vehicle while impaired by alcohol or drugs. California penalties scale by offense count and aggravating factors. See our DUI guide.
- DMV (Department of Motor Vehicles)
- California state agency responsible for driver licenses, vehicle registration, and titles. Headquartered in Sacramento.
E
- Emergency Vehicle
- Police, fire, ambulance, and other authorized vehicles using lights or sirens. You must yield by pulling to the right and stopping until they pass.
F
- Financial Responsibility
- Proof you can pay for damages you cause in a collision. Usually shown via an SR-22/SR-1P insurance certificate.
- FR-44
- Not used in California (used in some other states for similar purpose). California uses SR-22 / SR-1P.
G
- GDL (Graduated Driver License)
- California's two-phase teen licensing system: instruction permit at 15½, provisional license at 16. Includes 50 supervised hours, curfew, and passenger restrictions for the first 12 months.
H
- Hands-Free
- Operating a phone without holding it. California requires hands-free for adults 18+. Under 18: no wireless device use, even hands-free.
- HOV Lane (Carpool / Diamond Lane)
- High-Occupancy Vehicle lane reserved for vehicles with 2+ (or 3+, depending on signage) occupants, motorcycles, or qualifying clean-air vehicles with valid stickers.
I
- IID (Ignition Interlock Device)
- A breath-testing device installed on the steering column. Required for many DUI offenders before vehicle starts. Mandatory 6 months on first DUI in many counties.
- Implied Consent
- By holding a CA license, you consent to a chemical test if lawfully arrested for DUI. Refusal triggers automatic 1-year suspension.
- Instruction Permit
- The first phase of California licensing for under-18 drivers. Allows driving only with a licensed driver age 25+. Required for at least 6 months before drive test.
L
- Loss of Consciousness
- A medical event the DMV requires drivers to report. Triggers a possible re-examination. Includes seizures, blackouts, and similar conditions.
M
- Move Over Law
- VC 21809: When approaching a stationary emergency vehicle or vehicle with flashing amber lights (tow truck, road work), move over to a non-adjacent lane if safe, or slow down. Expanded coverage in 2026.
N
- Negligent Operator
- A driver who accumulates 4+ points in 12 months, 6+ in 24 months, or 8+ in 36 months. Can result in license suspension or revocation.
P
- PAS (Preliminary Alcohol Screening)
- Roadside breath test administered by an officer. Voluntary for adults 21+, mandatory for under 21 (Zero Tolerance) and DUI probationers.
- Provisional License
- The under-18 California license. Valid until age 18, with restrictions for the first 12 months: no driving 11 p.m.–5 a.m., no passengers under 20 (without a 25+ driver).
- Pre-Drive Checklist
- Items the drive test examiner has you locate before the test starts: windshield wipers, defroster, headlights, parking brake, mirrors, seat belt.
R
- REAL ID
- A federally compliant driver license needed for domestic flights and federal facility access. Marked with a gold or black bear-and-star logo. See our REAL ID guide.
- Right-of-Way
- The legal priority to proceed at an intersection, crosswalk, or merge. California uses arrival order then yield-to-right at 4-way stops. Pedestrians always have right-of-way at intersections.
- Roundabout
- Circular intersection where vehicles travel counterclockwise. Yield to vehicles already in the circle when entering. Don't stop in the circle.
S
- SR-1
- Report of Traffic Accident Occurring in California. Required filing with DMV within 10 days of any collision causing more than $1,000 in damage or any injury.
- SR-22 / SR-1P
- Insurance certificate filed with the DMV proving you carry minimum required liability coverage. Required after certain DUI convictions, suspensions, or for high-risk drivers. Maintained for 3 years.
- Smog Check
- Vehicle emissions inspection required in most California counties for registration. Valid for 90 days. Cost varies $25–$70.
- School Zone
- Area near a school where the speed limit is 25 mph (or sometimes 15 mph) when children are present. Marked with pentagonal yellow-green signs.
- Stopping Sight Distance
- Distance you need to stop the vehicle. California passing rule: you need 500 feet of clear sight distance ahead before passing.
T
- Three-Second Rule
- The minimum following distance behind the vehicle ahead in clear conditions. Increase to 4+ seconds in rain, fog, or heavy traffic.
- Three-Foot Rule (Bicyclist Passing)
- VC 21760: When passing a bicyclist, leave at least 3 feet of clearance. If conditions don't allow 3 feet, slow to a safe speed and only pass when safe.
- T-Intersection
- An intersection where one road ends at another (T-shaped). The driver on the ending road must yield to traffic on the continuing road.
U
- Use Tax
- One-time tax on vehicles registered in California. Applies to new and out-of-state purchases. Ranges 7.25%–10.25% of vehicle value depending on county.
V
- VC (Vehicle Code)
- The California Vehicle Code. The full body of state law governing motor vehicles, drivers, registration, and traffic rules.
- Vision Test
- Eye chart examination at the DMV. Standard requirement is 20/40 with both eyes open. With glasses or contacts is fine — bring them.
- VLF (Vehicle License Fee)
- Annual ~0.65% of vehicle value, billed with registration. Replaces the property tax that some other states charge on vehicles.
Y
- Yield Sign
- Inverted red-and-white triangle. Slow down, give right-of-way to other traffic. Stop only if necessary to avoid collision.
Z
- Zero Tolerance Law
- VC 23136: Any driver under 21 with BAC 0.01% or higher faces automatic license suspension. Effectively means no detectable alcohol for under-21 drivers.
