How to Get Your New York Motorcycle Permit

What to do, what to bring, and what to expect at the DMV office — start to finish.

Overview

A New York motorcycle learner permit lets you practice riding under supervision while you prepare for a Class M (operator) license or a Class MJ (junior operator) license. You apply in person at a DMV office, and New York's written test is based on both the Motorcycle Operator's Manual (MV-21MC) and the regular Driver's Manual.

Confirm you are eligible

You must be a New York State resident. The motorcycle permit leads to a Class M license, or a Class MJ junior license if you are under 18. If you are applying for a motorcycle permit and another permit class at the same time, apply for the other class first.

Study and pass the written knowledge test

Study the Motorcycle Operator's Manual (MV-21MC) and the Driver's Manual. The knowledge test has 20 questions — you need 14 correct, including at least 2 of the 4 road-sign questions — and is given in person in 20 languages.

Apply for the learner permit

Bring proof of age, identity and New York residence with application form MV-44. If you are under 18, a parent or guardian completes form MV-45. Pay the fee; you get a temporary permit the same day and the plastic permit by mail within about two weeks.

Practice under permit restrictions

While you ride, a supervisor who holds a valid motorcycle license and is at least 21 must keep you in sight and stay within one-quarter mile of you. New York recommends at least 30 hours of practice, including 10 in moderate to heavy traffic. The only passenger you may carry is your supervising driver.

Complete the pre-licensing or rider course

If you do not already hold another class of New York license, you must take a pre-licensing course and bring its certificate (form MV-278 or MV-285) to the road test. An approved Motorcycle Safety Foundation Basic RiderCourse can waive the road test entirely for qualified riders who already hold another license class.

Pass the road test and get your license

Schedule the road test — typically a three-to-five-week wait, longer in summer. It includes left and right circles and figure-eights on public streets. You must provide the motorcycle plus a separate registered, inspected vehicle and a driver age 21+ to transport the examiner. Applicants under 18 must wait six months from permit issuance. Pass, and you get a temporary license that day, with the photo license by mail in about two weeks.
