A North Carolina motorcycle learner permit lets you practice riding while you prepare for the off-street skills test that earns your motorcycle endorsement. You apply in person at an NCDMV driver license office, and the knowledge-test questions come from the North Carolina Motorcyclists' Handbook.

To get a motorcycle learner permit you must already hold a full provisional, regular, or commercial North Carolina driver license. Applicants who are 16 or 17 need a parent or guardian's consent and must complete an approved motorcycle safety course.
Study the North Carolina Motorcyclists' Handbook. At the office you take the motorcycle knowledge test (widely reported as 37 questions, 29 to pass), a road-sign identification test, and a vision test.
Bring your current driver license and required identity and residency documents, and pay the permit fee (about $21.50 — confirm the current amount). The permit lets you practice on the road as you prepare for the skills test.
Use your permit to build the control and crash-avoidance skills the off-street test checks — quick stops, turns and swerves. Your permit is valid 12 months and can be renewed only once, for an additional six months.
Completing an approved Motorcycle Safety Foundation Basic RiderCourse waives the on-cycle skills test (military motorcycle training or a valid out-of-state endorsement also qualify). It is the most reliable way to be ready and to skip the DMV skills test.
Schedule the off-street motorcycle skills test, offered Tuesday through Thursday as weather permits at select offices, with one attempt allowed per day. Pass it and the motorcycle endorsement is added to your license.
