How to Get Your Pennsylvania Motorcycle Permit

What to do, what to bring, and what to expect at the PennDOT office — start to finish.

Overview

A Pennsylvania Class M learner's permit lets you practice riding under restrictions while you prepare for the on-cycle skill test. You must pass the 20-question motorcycle knowledge test (based on PUB 147) and a vision screening to get it.

The steps below follow PennDOT's official Class M licensing process. Always confirm current fees and accepted documents on pa.gov before you go.

Step-by-Step

Confirm you are eligible

You must be at least 16. If you do not already hold a Pennsylvania driver's license, you apply for the motorcycle permit along with the regular knowledge and vision tests.

Study and pass the knowledge test

Study the Motorcycle Operator Manual (PUB 147). The knowledge test has 20 questions and you need 16 correct (80%) to pass, plus a vision screening.

Get your Class M learner's permit

Pay the $12 fee. The permit is valid for one year. You may reapply no more than three times in five years (four permits total), and must pass the knowledge test again each time.

Practice under permit restrictions

On the permit you may ride only between sunrise and sunset, must always wear a helmet and eye protection, and may not carry any passenger other than a properly licensed instructor.

Build your skills (and complete the course if required)

Applicants under 18 must hold the permit 6 months and complete 65 hours of skill-building, and must finish the Basic Rider Course before licensing. The free 15-hour Basic Rider Course supplies a motorcycle and helmet, and its hours count toward the 65.

Pass the skill test and get your license

Pass the on-cycle skill test, given in actual traffic or a controlled off-street area - or complete an approved Basic Rider Course, which earns your license and waives the PennDOT skill test. Testing on a 5-bhp-or-less bike adds an '8' restriction; testing on a three-wheeler adds a '9' restriction.
