How to Get Your Tennessee Motorcycle Permit

What to do, what to bring, and what to expect at the Driver Services office — start to finish.

Overview

A Tennessee motorcycle learner permit (Class PDPM) lets minors 15 years old practice riding under restrictions while preparing for a Class M license. Riders 16 and older generally apply directly for the Class M license rather than a permit.

The steps below follow the official Tennessee Department of Safety and Homeland Security process. Always confirm current fees and accepted documents on tn.gov/safety before you go to a Driver Service Center.

Step-by-Step

Confirm you are eligible

The motorcycle learner permit is for minors 15 years of age. A Class M motorcycle license is available at 16. Applicants under 18 must complete a Minor/Teenage Affidavit and Cancellation Form signed by a parent or legal guardian.

Gather your documents

Bring two proofs of identity (with full name and date of birth), proof of U.S. citizenship or lawful permanent resident status, and — if you have no Tennessee license yet — two proofs of Tennessee residency. All documents must be originals or certified copies; photocopies are not accepted.

Study both manuals if needed

Study the Tennessee Motorcycle Operator Manual. If you do not already hold a Class D or PD license, you must also study the regular Tennessee Comprehensive Driver Manual and pass its knowledge test as well.

Pass the vision and knowledge tests

At a Driver Service Center you take a vision screening and the 30-question motorcycle knowledge test (24 correct to pass, 80%). At least a quarter of the questions cover alcohol, drugs, and impaired driving.

Ride under permit restrictions

A Class PDPM permit holder must ride a motorcycle of 650cc or less, in daylight only, carry no passengers, stay off interstate highways, and remain within a 20-mile radius of home. The permit is valid for one year.

Upgrade to a Class M license

At age 16 a permit holder can exchange the permit for a motorcycle license with no further tests, removing all size and use restrictions. Otherwise, complete the on-cycle skills/road test (or have it waived by an approved rider course) to earn the Class M license.
