Many Texans assume that the Texas DPS knowledge exam differs by age. In practice, the knowledge exam itself is the same Class C exam regardless of age per DL-7 Chapter 1 — and you must score 70% to pass. What differs is the application path: the prerequisites, the driver-education requirement, the GDL phase rules, and the special waivers that apply to adults surrendering an out-of-state license. The Knowledge Exam Itself

DL-7 Chapter 1 says: "Class C — Knowledge exam for all original applicants." There's a single Class C knowledge exam at DPS, and the passing score is the same for everyone: "You must score a grade of 70 percent or better to pass any knowledge exam."

Adult Application Path (18+)

DL-7 Chapter 1 lays out the adult path:

  1. Submit application in person at a Driver License Office (DL-7 Chapter 1)
  2. Provide proof of identity, citizenship/lawful presence, residency, and SSN
  3. Provide evidence of financial responsibility
  4. Pay $33 fee ($32 license + $1 admin) per the DL-7 fee table
  5. Pass vision, knowledge, and driving exams
  6. Complete Impact Texas Drivers (ITD) before the driving exam: "All driver license applicants must complete the Impact Texas Drivers (ITD) course appropriate for their age group prior to taking the driving exam"

Adult Test Waiver — DL-7 Chapter 1

DL-7 says directly: "The knowledge and driving exams are not required for applicants 18 years of age and older who surrender a valid out-of-state driver license." So an 18+ new resident with a valid out-of-state license skips both the written and skills tests entirely.

Teen Application Path (Under 18)

The under-18 path adds significant requirements per DL-7 Chapter 1:

  1. Phase 1 — Learner License at age 15:
    • Complete the classroom portion of a driver education course, vision exam, and knowledge exam
    • Hold the Learner License for at least 6 months before applying for the Provisional License (DL-7 Chapter 1)
    • Drive only with a licensed driver age 21+ with at least 1 year experience, in the front passenger seat, who is not intoxicated, asleep, or distracted
  2. Phase 2 — Provisional License at age 16:
    • Complete and pass a driver education course (classroom + behind-the-wheel)
    • Pass vision and driving exams
    • Complete Impact Texas Drivers (ITD) before the driving exam
    • Be subject to Phase 2 GDL restrictions (curfew, passenger limit, wireless ban) until age 18
