How to Get Your Maine Learner's Permit

A step-by-step guide to getting your Maine Learner License and moving through the GDL program to a full driver's license.

📋 Maine GDL Program Overview

Maine's Graduated Driver License (GDL) program eases new drivers onto the road in three stages: a Learner's Permit (start at 15), a provisional Class C driver's license issued first to anyone under 21 with under-18 restrictions for the first 270 days after the road test, and a full unrestricted Class C license once the restriction window ends. Drivers under 21 hold a 2-year provisional status during which a single moving-violation conviction triggers a 30-day suspension.

Phase 1 — Learner's Permit

Minimum age: 15. Under 21 must hold for at least 6 months before the road test. Examination fee: $35. Permit generally valid 2 years.

Phase 2 — Provisional License

Issued at 16+ after road test. Under-18 GDL restrictions apply for 270 days; the under-21 provisional status lasts 2 years. License fee: $30.

Full Class C License

All GDL restrictions lift after the 270 days and the 18th birthday. Standard license is valid 6 years (4 years at age 65+). Fee: $30 ($20 at 65+).

Confirm You're Eligible

You must be at least 15 years old. If you are under 18, you must enroll in and complete an approved Maine driver education course before being licensed; the course is required even for the permit application.

Schedule a Visit to a BMV Branch Office

Written exams and visual screenings are offered on a scheduled basis at all Maine BMV branch offices. The main office is in Augusta; major branches are in Portland, Bangor, and Lewiston. See maine.gov/sos/bmv/locations for hours and the branch list.

Gather Your Documents

Two forms of identification are required.

  • Primary identity — birth certificate (with embossed seal) or U.S. passport (required for applicants up to age 22)
  • Social Security verification — your SSN must be provided
  • Proof of Maine residency — a utility bill, bank statement, or rental agreement
  • Parent or legal guardian signature on the application (any minor under 18)
  • Proof of completed driver education course (under 18)

Pass the Vision Exam & Knowledge Test

A vision screening will be given alongside the knowledge test. Pass the written test with at least 80% — answer at least 24 correct out of 30 questions. The test is not timed.

Pay the Fee

The Class C / motorcycle permit examination fee is $35. Once you pass, your learner's permit is generally valid for 2 years and lets you drive when accompanied by a licensed driver age 20+ who has held a license at least 2 years.

Meet Phase 1 Requirements

Be at least 16 with an approved driver education course completed (or 18+ without driver education). Under-21 applicants must have held the learner's permit at least 6 months and logged 70 hours of practice, including 10 hours at night.

Schedule the Road Test

Mail the road test request form or driving log to the Motor Vehicles main office in Augusta. You will then be scheduled for a road test at a testing location nearest to your residence. You must furnish your own properly registered and inspected vehicle, and be accompanied by a licensed operator with a valid license.

Pass the Driving Exam

An examiner will evaluate your control of the vehicle when driving forward, backward, turning left or right, and driving straight, plus how well you observe and react to other road users, pedestrians, signs, signals, and conditions. Winter weather can cancel the exam — applicants can elect a free reschedule by calling (207) 624-9000, ext. 52119.
