A step-by-step guide to getting your Maryland Learner License and moving through the GDL program to a full driver's license.
Maryland uses a multi-stage licensing process called the Rookie Driver Program. New drivers move through a Type 1 Learner Instructional Permit, then a Provisional License, and finally a regular Class C Driver License. Each stage has its own age, hold-time, supervised practice, curfew, passenger, and wireless-device rules designed to keep new drivers safe.
Minimum age: 15 yrs 9 mo (under 25). Hold time: 9 months no violation under 18; 3 months ages 18 (HS/GED) – 24; 45 days for 25+. Permit is valid up to 2 years.
Hold for at least 18 months. Under 18: no passengers under 18 (non-family) for first 151 days; no unsupervised driving 12 a.m. – 5 a.m. (work, school, athletic, volunteer exceptions); no wireless device — even hands-free — except 911.
Available after holding the Provisional at least 18 months without a violation. All GDL restrictions are lifted. See current MVA fee schedule for the standard Class C fee and renewal term.
Applicants under 25 must be at least 15 years 9 months old. Applicants under 18 need a parent or legal guardian to co-sign the application.

Bring acceptable proof of identity, Social Security, lawful presence, and two documents proving Maryland residency. The full document list is at mva.maryland.gov.
Visual acuity at least 20/40 in each eye and a continuous field of vision of at least 140 degrees. Pass the knowledge test with at least 88% (22 correct out of 25 questions) within the 20-minute time limit.
Pay the applicable Type 1 Learner Permit fee at the counter. See the current MVA fee schedule at mva.maryland.gov for amounts.
Hold the Type 1 Permit for the required period without a violation, complete supervised practice (60 hours total / 10 night for under 25; 14 hours / 3 night for 25+), and complete an MVA-approved driver education program if under 25.
Applicants under 25 must complete an MVA-approved Driver Education program (classroom + behind-the-wheel) before the skills test. Bring your completion certificate and supervised driving log to the appointment.
The skills test evaluates pull-in / back-in parking (10 ft × 20 ft space), three-point turn (16 ft × 20 ft space), reverse two-point turn (replaces parallel parking), and on-road driving. The supervising driver must be 21+ and licensed at least 3 years for that vehicle class.
