A step-by-step guide to getting your Montana Learner License and moving through the GDL program to a full driver's license.
Montana’s Graduated Driver Licensing (GDL) program has three steps. Step 1 is the Non-Commercial Learner Permit (NCLP). Step 2 is the First-Year Restricted License — earned after 6 months on the NCLP and 50 hours of supervised driving (10 at night). Step 3 is the Full-Privilege Driver License, which begins automatically at age 18 or on the date stamped on the back of the license, whichever comes first.
Minimum age: 14½ (with traffic education) / 15 (with driver ed) / 16 (without). Hold for at least 6 consecutive months under 18 before Phase 2. Fee: $5/year.
After 6 months on the NCLP and 50 hrs of supervised driving (10 at night). Restricted driving privileges until the date on the back of the license or age 18. Fee: $5/year.
At age 18. All GDL restrictions lifted automatically. Standard license valid for 12 years (8 years with REAL ID). Fee: $5/year.
Confirm your age track: 14½ if enrolled in a state-approved traffic education program, 15 if you have completed driver education, or 16 if neither. Online and 3rd-party courses are not approved by the Montana Office of Public Instruction.

You must show three things: authorized presence, identity (full legal name + date of birth), and Montana residence. Full list at mvdmt.gov/required-documents.
A vision exam will be given on-site. Pass the knowledge test with at least 82% (27 correct out of 33 multiple-choice questions). The test is not timed. Bring glasses or contacts if you wear them.
The Non-Commercial Learner Permit costs $5.00 per year; learner permits are valid for one year. Pay by cash, check, or credit/debit (no AMEX). A 3% administrative fee applies to all motor vehicle transactions. The licensing receipt is good for one year and allows three attempts to pass all required tests.
You must have held the NCLP for at least 6 consecutive months, logged 50 hours of supervised driving (10 at night), and have no traffic violations or alcohol/drug offenses in the prior 6 months (p. 7).
Bring a completed "Graduated Driver Licensing Parent/Legal Guardian/Responsible Adult Certification" form to the driver exam station — this confirms your supervised hours. Forms are available at mvdmt.gov/new-driver-license.
The road test evaluates your ability to safely operate a motor vehicle in traffic — vehicle control, observation, signaling, lane use, parking, intersections, and yielding. The vehicle you bring must be currently registered, insured, and in safe operating condition. The driving exam may be waived if you are converting a valid out-of-state license (p. 1, 3).
