How to Get Your New Jersey Learner's Permit

A step-by-step guide to getting your New Jersey Learner License and moving through the GDL program to a full driver's license.

📋 New Jersey GDL Program Overview

New Jersey's Graduated Driver License (GDL) program phases new drivers from a Learner Permit to a Probationary (Provisional) License and finally to a basic, unrestricted license. Every teen applicant under 21 passes through all three phases with supervision, practice-hour, curfew, and passenger restrictions along the way.

Phase 1 — Learner Permit

Minimum age: 16 (Special Learner Permit with driver-ed) or 17 (Examination Permit). Practice at least 6 months if under 21, 3 months if 21+. Fee: see njmvc.gov.

Phase 2 — Probationary License

Age 17+. Restrictions (curfew, passenger limits, zero phone, red decals) apply for at least 1 year. Fee: see njmvc.gov.

Full Basic License

At age 18+ after 1 year of clean probationary driving. All GDL restrictions lifted. Valid for 4 years. Fee: see njmvc.gov.

Meet the Age and Driver-Ed Requirement

At 16, enroll in an approved behind-the-wheel driver education course to qualify for the Special Learner Permit. At 17, you can apply for the Examination Permit without the course.

Schedule Your MVC Appointment

Book your knowledge-test appointment at njmvc.gov. Walk-ins are not accepted. Bring your parent/guardian if you're under 18 so they can sign the application in person.

Gather Your Documents

Use New Jersey's 6 Points of ID system to prove who you are and where you live. Typical documents include:

  • Primary ID (birth certificate, valid passport, or permanent resident card)
  • Secondary ID with signature (student photo ID, bank card, utility bill, etc.)
  • Proof of Social Security number and New Jersey residency

Pass the Vision Exam & Knowledge Test

A 20/50 vision screening is required. Pass the knowledge test with at least 80% (40 correct out of 50 questions) and sign the Nikhil's Safety Pledge.

Pay the Fee

Pay the applicable MVC permit fee at the office. Current dollar amounts vary — confirm at njmvc.gov before your visit.

Meet Phase 1 Requirements

You must be at least 17, have held the permit for 6 months (under 21) or 3 months (21+), and logged 50 supervised hours — 10 of them at night.

Schedule Your Road Test

Book a road-test appointment at an MVC inspection/road-test site. Bring the vehicle you'll be tested in, your permit, and the supervising driver required to accompany you.

Pass the Driving Exam at MVC

An MVC examiner evaluates basic vehicle control, signal use, turning, parallel parking, yielding, and overall safe-driving behavior. Pass and you receive a Probationary License.
