How to Get Your Pennsylvania Learner's Permit

A step-by-step guide to getting your Pennsylvania Learner Permit and moving through the Junior Driver program to a full Class C license.

๐Ÿ“‹ Pennsylvania GDL Program Overview

Pennsylvania uses a two-stage Graduated Driver License (GDL) system for applicants under 18: Phase 1 โ€” Learner Permit, held for a mandatory 6 months while completing 65 hours of behind-the-wheel training, then Phase 2 โ€” Junior Driver License with curfew and passenger restrictions until age 18 (or earlier graduation to a full license after 1 year of clean driving plus an approved driver-training course). Adults age 18+ follow the same sequence without the Junior-License restrictions.

Phase 1 โ€” Learner Permit

Minimum age: 16. Valid 1 year. Mandatory 6-month hold before Road Test. See DL-180 back for fee.

Phase 2 โ€” Junior Driver License

Age 16.5+ (after 6-month permit + Road Test). Curfew 11 p.m.โ€“5 a.m.; passenger limits until age 18.

Full Class C License

At age 18 automatically, or after 1 year clean on junior license + approved driver training. No GDL restrictions.

Confirm You Meet the Minimum Age

You must be at least 16 years old. You cannot apply for your permit before your 16th birthday. The physical exam on the DL-180 application may not be dated more than six (6) months before your 16th birthday.

Study the Pennsylvania Driver's Manual (PUB 95)

Download the manual from www.dmv.pa.gov. No driver education course is required for the Knowledge Test. Use this site's practice tests to drill the 4-second rule, 15/20/30/50 ft parking clearances, school bus 10 ft stop, BAC limits, and the 100 ft / 300 ft signal rule.

Gather Your Documents

Bring these originals (not photocopies) to the Driver License Center:

  • Completed DL-180 Non-Commercial Learner's Permit Application with the back signed by your health care provider
  • If under 18: completed DL-180TD Parent/Guardian/Spouse Consent Form โ€” signed in person or before a notary; bring proof of relationship if last names differ
  • Original proof of date of birth and identification (see the DL-180 back for accepted documents)
  • Your Social Security card
  • If 18+: two (2) proofs of Pennsylvania residency (utility bills, tax records, lease, W-2, weapons permit, or mortgage)
  • Corrective lenses if you wear them
  • Applicable fee (see DL-180 back for amount and accepted payment methods)

Pass the Vision Exam & Knowledge Test

A vision screening is given at the counter. Then take the 18-question Knowledge Test โ€” you need 15 correct (83%) to pass. The test is available in written and audio format in 19 languages. If you fail, you may retake the following business day.

Receive Your Learner Permit

After passing, the examiner issues your Learner Permit on the spot. It is valid for one (1) year. You may begin supervised practice driving immediately. Schedule your Road Test now โ€” you can schedule up to 6 months in advance, but cannot test before your eligibility date.

Meet Phase 1 Requirements

Hold your Learner Permit at least 6 months. Complete the full 65 hours of behind-the-wheel practice (10 night + 5 bad weather). Have your supervisor sign the DL-180C certification form.

Schedule Your Road Test

Schedule online at www.dmv.pa.gov or by calling 1-800-423-5542. Young drivers can schedule up to 6 months ahead. PennDOT also certifies third-party testing businesses for a market-driven fee โ€” the test is identical to PennDOT's.

Pass the Road Test at PennDOT

Bring your learner permit, DL-180C, registration card, current proof of insurance, and your supervising driver (21+ or parent/guardian/spouse 18+). The examiner checks vehicle equipment first. You must parallel park within a 24 ft ร— 8 ft space using no more than 3 adjustments with 1 attempt. You fail for driving dangerously, violating any traffic law, causing a crash, not following examiner instructions, or too many driving errors. If you pass at a PennDOT center, you receive your Junior Driver License that day.
