A step-by-step guide to getting your Hawaii Learner License and moving through the GDL program to a full driver's license.
Hawaii's Graduated Driver License (GDL) program guides new drivers through three stages — Instruction Permit at 15½, Provisional License at 16, and a Full Class 3 License at 17. Hawaii has no statewide DMV; you'll deal with your county Driver Licensing Office (Honolulu, Hawaii County, Kauai, or Maui).
Minimum age: 15½. Hold for at least 180 days before Phase 2. Fee: set by county.
Age 16. Restricted driving until age 17. Fee: set by county.
At age 17. All GDL restrictions lifted. Renewals: photo every 16 years (Real ID). Fee: set by county.
You must be at least 15½ years old. Applicants under 18 need written parental consent from each living parent or legal guardian unless married or emancipated. You cannot have any outstanding traffic citations.

Hawaii Real ID requires originals or certified copies. Names must match on every document.
A vision screening is given on-site. Then take the knowledge test — pass with at least 80% (24 correct out of 30 questions). Test covers Chapters I–XIII of the Hawaii Driver's Manual.
Permit fees are set and collected by each county. Bring cash or check (some counties don't accept cards). Confirm the current amount when you book your appointment.
You must be at least 16 years old, have held an instruction permit for at least 180 days, and have completed a State-certified driver education course with both classroom and behind-the-wheel certificates.
Bring a licensed driver to the testing station and provide a vehicle in safe operating condition with current registration, current safety inspection certificate, and an insurance ID card. All vehicle defects must be corrected before the test. Passengers are not permitted during the test.
You will not be asked to violate any laws and no tricks are used. The examiner evaluates basic vehicle control, signaling, lane positioning, intersections, parking, and safe interaction with traffic. Note: you may not use an autocycle for the Class 3 performance test.
