A step-by-step guide to getting your Wyoming Learner License and moving through the GDL program to a full driver's license.
Wyoming uses a three-step Graduated Driver License (GDL) program. Phase 1 is the Instruction Permit (age 15), Phase 2 is the Intermediate License (age 16), and full driving privileges arrive at 16ยฝ with driver-ed and 6 months of Intermediate, or automatically at 17.
Minimum age: 15. Must complete 50 hours behind the wheel (10 at night) before Phase 2. Fee: $40 + $5 tech fee.
Age 16. Curfew and passenger restrictions apply until 16ยฝ (with driver-ed) or your 17th birthday + 30 days. Fee: $30 + $5 tech fee.
At age 16ยฝ (with driver-ed) or 17. All GDL restrictions lifted. Valid for 4 years. Fee: $40 original / $30 renewal + $5 tech fee.
Wyoming's minimum age for an Instruction Permit is 15. There is also a Restricted License available at ages 14โ15 in cases of "extreme inconvenience" โ valid only 5 a.m.โ8 p.m. and within 50 miles of your residence.
Walk-ins are accepted at most WYDOT offices, but appointments are recommended. The main office is at 5300 Bishop Blvd., Cheyenne, WY 82009 and any county location can issue an Instruction Permit.
Bring proof of every requirement โ examiners are strict about identity and residency. Common acceptable documents:
You must pass a vision exam (20/40 with both eyes, with or without correction; 120ยฐ combined horizontal field). Then pass the Wyoming Class C knowledge test with at least 80% (20 correct out of 25 questions).
The Instruction Permit fee is $40 plus a $5 tech fee, payable by cash, check, or card. You receive your permit on the spot.
You must be at least 16, hold the Instruction Permit, and document the 50 hours of behind-the-wheel practice (10 hours at night). Parent or guardian signs the affidavit.
An approved Wyoming driver-education course (30 classroom + 6 BTW hours) waives the skills test and shortens the path to a full license at 16ยฝ.
The skills test covers vehicle controls, parallel parking, backing, intersections, lane changes, signaling, and following distance. You must pass with both hands on the wheel and follow the examiner's directions exactly. If you fail, the wait is at least 24 hours (3 days if you missed 13+ items).
