How to Get Your New Mexico Learner's Permit

A step-by-step guide to getting your New Mexico Learner License and moving through the GDL program to a full driver's license.

📋 New Mexico GDL Program Overview

New Mexico uses a three-stage Graduated Driver License program. Stage 1 — Instructional Permit — is available at age 15 while attending an approved driver-education course. Stage 2 — Provisional License — is available at age 15 years 6 months after 50 hours of supervised practice driving (including 10 hours at night). Stage 3 — Unrestricted Driver License — is available at age 16 years 6 months after holding the Provisional License for 12 months with no traffic conviction in the 90 days prior and no alcohol/drug offense during the provisional period.

Phase 1 — Instructional Permit

Minimum age: 15. Must be enrolled in approved driver-education course. Hold for at least 6 months before Phase 2. Fee: set by MVD.

Phase 2 — Provisional License

Age 15 years 6 months. Restricted (midnight–5 AM curfew; max 1 passenger under 21 non-family). Advance at age 16½ after 12 months. Fee: set by MVD.

Full License

At age 16½. All GDL restrictions lifted. Valid for 4 or 8 years. Fee: set by MVD.

🪪 Phase 1 — Getting Your Learner License

Enroll in Driver Education

If you are 15 or older, you must be enrolled in and attending an approved New Mexico driver-education course that includes DWI education and practice driving. Applicants under 18 also need a consent form signed by a parent or guardian (Manual: Instructional Permit).

Schedule or Visit an MVD Field Office

Bring the completed documentation to your nearest New Mexico MVD field office. Some offices accept walk-ins; others require appointments. Find your nearest location at mvd.newmexico.gov.

Gather Your Documents

Bring:

  • Proof of identity (accepted primary / secondary combinations — see mvd.newmexico.gov)
  • Proof of Social Security number
  • Proof of New Mexico residency (recent utility bill, lease, etc.)
  • Under-18 applicants: signed parent or guardian consent form

Pass the Vision Exam & Knowledge Test

A vision exam will be given — the standard is 20/40 in at least one eye, with or without corrective lenses. Pass the knowledge test at 80% — about 20 correct out of 25 questions.

Pay the Fee

The Instructional Permit fee is set by MVD. The New Mexico Driver Manual does not publish current fee amounts — check mvd.newmexico.gov for the current schedule.

🚗 Phase 2 — Getting Your Provisional License

Meet Phase 1 Requirements

Hold your Instructional Permit at least 6 months. You must be at least 15 years 6 months old to apply for a Provisional License, and have no traffic conviction in the 90 days prior to applying.

Complete 50 Hours of Supervised Practice

Complete at least 50 hours of practice driving, including at least 10 hours of nighttime driving. A parent or guardian must certify that the practice driving has been completed (Manual: Provisional License).

Pass the Written & Road Test at MVD

You must pass a written test, a road test, and a vision screening. The road test evaluates basic vehicle control, signal use, intersection handling, lane changes, parking, and overall safe-driving habits (Manual: Provisional License).
