A step-by-step guide to getting your Rhode Island Limited Learner Permit and moving through the graduated licensing system to a Full Operator's License.
Rhode Island uses a three-stage Graduated Driver Licensing system for drivers under 18: Limited Learner Permit (Phase 1), Learner Provisional License (Phase 2), and Full Operator's License. Each stage has its own age, supervision, and time-of-day rules — and each one prepares you for the next. The system was designed to give new drivers structured practice before unrestricted driving (Rhode Island Driver's Manual, p. 10–15).
Minimum age: 16. Hold for at least 6 months before the road test. Requires the 33-hour classroom driver-ed course (under-18 applicants).
Available after passing the road test and logging 50 supervised driving hours (10 at night). No solo driving 1:00 a.m.–5:00 a.m. Hold at least 12 months.
At age 17 years 6 months after holding the Provisional 12 months with no moving violations or seat-belt infractions in the prior 6 months. All GDL restrictions lifted.
If you are under 18, you must complete an accredited 33-hour classroom driver education class before applying. CCRI runs the statewide program and accepts students between 15 years 10 months and 22 years old (p. 10). The fee is around $120 and you can register at www.ccri.edu/cwce. Approved alternatives include AAA Driving School, Labonte's Auto School, Newport County Driving School, and Roberson's Turning Point.
First-time applicants must take the computerized knowledge exam at the main RI DMV office in Cranston. Make an online reservation at www.dmv.ri.gov. Students who took driver-ed through CCRI have the option of taking the exam through the college.

You must pass a vision test or submit a Vision Examination Card from an ophthalmologist or optometrist. Vision standard: 20/40 with corrected lenses (p. 11). The 40-question knowledge exam has a 90-minute maximum and you need 80% (about 32 correct) to pass. The exam is available in other languages on request.
Refer to www.dmv.ri.gov for the current fee table — fees are subject to a technology surcharge plus the Transportation Investment and Debt Reduction Act surcharge. Once paid, your Limited Learner Permit is valid until you turn 18 (renewable up to two times).
You must have held a Limited Learner Permit for at least 6 months, completed the 50/10 supervised driving log (signed by parent/guardian), and been free of any motor-vehicle moving violation or safety-belt infraction during the previous 6 months (p. 12).
Schedule your driving skills test at www.dmv.ri.gov before your Limited Learner Permit expires. You must provide the test vehicle (RI-registered, actively inspected and insured), and the registered owner or spouse must be present (or send a notarized permission letter).
The test covers pre-driving procedures, maneuverability, parallel parking, three-point turnabout, backing, and other common driving experiences. Automatic-fail conditions: seat-belt violation, stop-sign violation, hitting a curb or cone, examiner intervention, collision with a barrier, or any dangerous action (p. 12). If you fail, you must wait at least 30 days before retaking.
