A step-by-step guide to getting your Utah Learner License and moving through the GDL program to a full driver's license.
Utah's graduated path to a full driver license has three steps: the Learner Permit (entry-level or 6-month), the Provisional Class D license (issued to any driver under 21 under a separate 70-point system), and the Regular Class D license at age 21 and older. Drivers under 18 who hold a license also have nighttime and passenger restrictions that lift at 18.
Entry-level permit lets you begin driver education and practice. 6-month renewal permit requires minimum age 16. Fee: $19. Scores valid 18 months (entry-level) or 12 months (6-month).
Issued to anyone under 21 so a separate 70-point hearing threshold applies. Fee: $39. Minimum age to take the skills test at DLD is 16 (15 with a third-party tester or high school).
All GDL restrictions are off at age 18. A regular Class D license is issued at age 21. Fee: $52. Utah licenses are valid for 8 years (renewals since January 2020).
Schedule a learner-permit appointment at dld.utah.gov. Walk-in service is available but appointments take priority, so wait times are much longer for walk-ins.
Applicants under 19 must complete an approved driver education course. Applicants 19 and older may skip driver ed if they hold the learner permit for 90 days and complete at least 40 hours of driving practice (10 after sunset).
Bring the documents required by DLD to prove identity, Social Security number, and Utah residency. Under-18 applicants also need a parent, guardian, or responsible adult to sign for financial responsibility.
A vision test (20/40 vision with 90ยฐ peripheral fields in at least one eye) is required on every field-office application. Pass the written knowledge test with at least 80% โ the test is not timed and usually takes 30 to 45 minutes.
The learner permit fee is $19. Your fee covers three written-test attempts within 12 months; after three failures you pay another fee for three more attempts.
Minimum age to take the driving skills test at a DLD office is 16. You may take it at age 15 through a certified Third-Party Tester or an approved high school. Under-18 applicants must have completed driver education and held the learner permit for six months.
Skills tests are by appointment only. Bring your learner permit or license certificate, valid vehicle registration, valid insurance, and an accompanying licensed driver 21+ (or parent/guardian/spouse 18+). Your vehicle must be registered, clean, and safe โ check tires, brakes, signals, mirrors, belts, doors, horn, and emergency brake.
The test lasts about 20 minutes. The examiner scores lane changes, turns (right, left, 3-point), starting/stopping, parking on hills and between cars, parallel parking, intersection attention, backing, U-turns, and steering. Automatic fail for citations, speeding, rolling stops, crashes, curb strikes, driving too fast or slow, or the examiner having to take control.
