A step-by-step guide to getting your Massachusetts Learner License and moving through the GDL program to a full driver's license.
Massachusetts uses a graduated licensing system for drivers under 18. Phase 1 is the Class D learner's permit โ applicants must be at least 16, hold the permit for 6 consecutive months in good standing, complete RMV-approved driver education, log 40 hours of parent-supervised driving, and have a parent complete 2 hours of driver-ed instruction. Phase 2 is the Junior Operator License (JOL) โ issued at 16ยฝ after passing the road test, with passenger, curfew, and mobile-device restrictions until age 18. At age 18, all JOL restrictions lift and a full unrestricted Class D license is issued.
Minimum age: 16. Hold for at least 6 consecutive months before the JOL road test. Permit exam fee: $30. Permit valid for 2 years.
Issued at age 16ยฝ. Restrictions until age 18: 12:30 a.m.โ5 a.m. curfew (parent/guardian exception); first 6 months no passengers <18 (except family) without 21+ supervisor in front; drivers under 18 may not use ANY mobile device. Class D license fee: $50 (5 yr) + $35 road test fee.
At age 18. All JOL restrictions lifted. Class D license valid for 5 years. Fee: $50.
You must be at least 16 years old to apply for a Class D learner's permit. Applicants under 18 must have a parent or legal guardian sign the back of the application. You must be a Massachusetts resident with proof of lawful presence in the U.S. (REAL ID) or proof of identity (Standard).
Begin your application at Mass.Gov/RMV. Indicate which acceptable identity documents you will bring. Then visit an RMV Full Service Center (RSA / AAA branches do not handle initial permit applications).
All documents must be originals โ photocopies and laminated documents are not accepted. For a REAL ID:
A vision screening will be given on site (bring corrective lenses if needed; otherwise an RMV Vision Screening Certificate from a provider can be substituted). Then pass the knowledge test with at least 72% (18 correct out of 25 questions) within the 25-minute time limit. The exam is taken on automated testing stations (ATS) at the service center, or online after the service-center visit.
The learner's permit exam fee is $30 (covers application processing and exam delivery). If you fail or your permit expires, you must pay the fee again for another exam. Disabled Veterans pay no driver's-license fees if they have Disabled Veteran plates or have qualified with Medical Affairs.
Be at least 16ยฝ years old. Hold a valid Class D learner's permit in good standing for at least 6 consecutive months before applying for the JOL road test. Maintain a clean driving record for the same period.
Complete an RMV-approved driver-education program: 30 hours classroom + 12 hours behind-the-wheel training + 6 hours of in-car observation. Plus log 40 hours of parent/guardian-supervised driving (30 hours if you complete an RMV-approved skills-development program). A parent or guardian must complete 2 hours of driver-ed instruction (waived if completed within the past 5 years).
Schedule the road test at Mass.Gov/RMV. Bring a properly registered, insured vehicle in safe operating condition with current inspection sticker. The road test fee is $35 (charged whether you pass, fail, or no-show with under 72 hours notice). The examiner evaluates control, observation, signaling, intersections, lane discipline, parallel parking, backing up ~50 feet, and obeying signs/signals.
