How to Pass the Massachusetts RMV Written Test

The knowledge test trips up many first-time applicants. Here's exactly what to study and how to walk in prepared.

📋 Know the Test Format

The Massachusetts RMV learner's permit exam is 25 multiple-choice questions. You must score at least 72% to pass — meaning you need at least 18 correct and can miss up to 7. You have 25 minutes to complete the exam.

If you fail, you must re-pay the $30 exam fee for each new attempt. There is no formal waiting period in the manual. If you are caught cheating during the exam, you cannot hold any driver's license or permit for 60 days.

The exam is given on automated testing stations (ATS) at RMV Full Service Centers, or online at Mass.Gov/RMV after you have visited a service center. Audio versions in 30+ languages and accommodations (extended time, one-on-one verbal exam) are available on request.

Applicants 16½–18 must complete RMV-approved driver education (30 hrs classroom + 12 hrs behind-the-wheel + 6 hrs observation), 40 hrs parent/guardian-supervised driving (30 hrs if a skills-development program is completed), and a parent must complete 2 hrs of driver-ed instruction. There is no exam waiver.

OUI & BAC Limits

The legal BAC limit is 0.08 for drivers age 21+. Massachusetts has a zero-tolerance law: any driver under 21 with BAC 0.02 or higher faces administrative penalties. Massachusetts uses the term OUI (Operating Under the Influence). Implied Consent: refusing a test = automatic suspension regardless of court outcome.

OUI Penalties

1st OUI: $500–$5,000, max 2½ yrs prison, 1-year suspension. 2nd: $600–$10,000, min 30 days–max 2½ yrs prison, 2-year suspension. 3rd (felony): $1,000–$15,000, min 150 days–max 5 yrs, 8-year suspension. Refusal (1st, 21+): 180 days. Reinstatement fee: $100 (most) up to $1,200 (serious offenses).

JOL — Junior Operator License

Learner's permit at age 16; hold for 6 consecutive months before the JOL road test. JOL applies 16½ to 18. JOL curfew: 12:30 a.m.–5 a.m. (parent/guardian exception). First 6 months: no passengers under 18 (except family) unless a 21+ supervisor with 1+ year experience is in the front seat. Drivers under 18: NO mobile device, even hands-free.

Following Distance

3-second rule for following another car. 4 seconds behind a motorcycle. 10 seconds behind heavy equipment (dump trucks, tractor-trailers). Increase further in rain, snow, ice, fog, or when towing. At 60 mph total stopping distance is ≈ 292 ft (almost a football field).

Speed Limits

Default limits unless posted: 20 mph school zone, 30 mph thickly settled or business district, 40 mph outside thickly settled, 50 mph highway. Limited-access posted 50–65 mph. Mass Pike minimum: 40 mph. Boston Harbor tunnels: 20 mph minimum. "Thickly settled" = buildings <200 ft apart for ¼ mile.

Signal Distance & Turning

Signal at least 100 ft before a turn on a city street, 500 ft on a highway. Right on red: legal after a complete stop and yielding (unless NO TURN ON RED). Left on red: legal ONLY when turning from a one-way street onto another one-way street, after a complete stop. U-turns: from the lane closest to the center line, only where you can see at least 500 ft.

School Bus Rules

Stop for a school bus with flashing red lights and stop sign extended on EITHER side of the road. Only exception: opposite side of a divided highway with a physical barrier (median). Yellow flashing = bus is preparing to stop — slow down. 1st violation: $250 fine + license suspension. Remain stopped until lights stop and the stop sign folds back.

Headlights

Headlights required from ½ hour after sunset to ½ hour before sunrise AND any time you use your wipers. Daytime running lights are not sufficient. Lower high beams when within 500 ft of an oncoming vehicle or 200 ft of a vehicle ahead. High beams ≈ 350 ft, low beams ≈ 100 ft. License plate must be visible from 60 ft at night.

Parking Rules & Distances

No parking within 10 ft of a fire hydrant or fire lane, 20 ft of an intersection, in a posted bus stop ($100 fine), in a bicycle lane, taxi stand, or loading zone. RR crossing — stop ≥ 15 ft before light/gate. Parallel parking: ≤ 12 inches from the curb. Always leave a 12-foot clear roadway. Hill parking: downhill or no curb = wheels toward edge; uphill against curb = wheels outward.

Child Restraint & Safety Belts

Children must use a federally approved child restraint until age 8 OR 57 inches tall. Safest seat: back middle. Never put a back-facing seat in the front passenger seat with an active airbag. Safety belts required for all in passenger vehicles under 18,000 lbs. Fine: $25 driver, $25 each unbuckled passenger 16+, and $25 each passenger 12–15. Enforcement is secondary.

Know Your Passing Score

Know Your Speed Limits

Massachusetts is one of the few states that uses the term "thickly settled district" — defined as buildings less than 200 feet apart for at least ¼ mile (default 30 mph; some communities post 25). Mass Pike has a 40 mph minimum; Boston Harbor tunnels have a 20 mph minimum. Highway default outside a thickly settled district is 50 mph; limited-access highways are posted 50–65 mph.
